Housing Choice (Section 8) Vouchers
Assistance for Renting From a Private Landlord
The Housing Choice Voucher (HCV) Program helps people afford rentals offered by private landowners. HASCO shares the cost of renting a home with the Voucher Holder. This includes apartments, townhomes and rental houses.
The Voucher Holder pays between 30% and 40% of their monthly income for rent and utilities.
The HASCO Voucher pays the landlord the difference between the actual rent and what the Voucher Holder pays. Depending on income and rent amount, the Voucher Holder may qualify for some help with utilities, such as electricity, sewer and water fees.
All landlords are required to accept Housing Choice Vouchers and to maintain safety and health standards within the housing rented to Voucher Holders.
We encourage Voucher Holders to live in areas with ingredients for a good quality life, such as good schools, healthy neighborhoods and convenient transportation.
Waiting List and How to Qualify
The wait for Housing Choice (Section 8) Vouchers is several years, even for people already pre-qualified and on the waiting list. For that reason, the wait lists for multiple properties were closed on October 19th, 2023
Whenever the wait time goes below two years, we open the application process.
We understand this poses a hardship for many people. The cost of housing in Snohomish County is high compared to what the average person earns here. The U.S. Government provides a set amount of housing support for each region and we work with the Department of Housing and Urban Development (HUD) to distribute this important resource fairly.

Complete the online pre-application
- HASCO reviews completed pre-applications in the order they are received
Confirmation Email from HASCO includes:
- Application received
- Date application placed on waiting list
- Instructions about how to check your status using the Applicant Portal
Check the HCV waiting list whenever you like
- Report any changes to your application information using the Applicant Portal
Letter from HASCO when your application is near the top of the HCV list
- You will be asked to provide additional information at that time
HASCO applies the rules set by the U.S. Department of Housing and Urban Development (HUD) to determine if your application qualifies
HASCO contacts you by mail to set up a briefing about how to use your Housing Choice Voucher

Rent Assistance at Specific HASCO Properties
Many people living on part-time earnings or fixed incomes have difficulty finding a rental home they can afford. If you are an adult who is 62 years or older, or you have a medically certified disability, you may qualify for the Senior and Disabled Program.
Renters within this program pay about 30% of their monthly income for rent and utilities.
HASCO shares the cost of renting an apartment at one of 10 properties and provides help with utilities, such as electricity, sewer and water fees.
The properties available to people in this program are located in Eastern Snohomish County, near the I-5 (Interstate 5) highway or major State Routes. We encourage people applying for the Senior and Disabled Program to consider properties near family, friends, recreation, transportation options and support systems that enhance life quality.
Waiting Lists and How to Qualify
There are 10 properties associated with the Senior and Disabled Program. Applicants complete one application, which includes selecting the property or properties where they wish to live. HASCO keeps a separate waiting list for each one. The wait is often 2-3 years and can be up to 7 years.
These HASCO properties are always full. We move quickly to bring the person off the top of the waiting list whenever someone leaves the program.
Application Process
To qualify for the Senior and Disabled Program, complete our pre-application and provide all the requested information on behalf of your household. Applicants must demonstrate the following.

Check the Senior and Disabled Program waiting list whenever you like
- Report any changes to your application information using the Applicant Portal
Letter from HASCO when your application is near the top of the list for one of your building choices
- You may decline the upcoming available property and wait for your other choice(s)
- You will be asked to provide additional information if you accept the available property
HASCO applies the rules set by the U.S. Department of Housing and Urban Development (HUD) and United States Department of Agriculture (USDA) to determine if your application qualifies
Once you are approved and a unit is available, HASCO contacts you by mail to set up a briefing about your housing assistance
