    Financial Support and Places to Live

    Different Options for Different Needs

    HASCO provides housing services to people in over 5,000 households throughout Snohomish County.

    Rent assistance for people who meet specific conditions

    Properties that serve people with a wide range of budgets, including apartments, townhomes and manufactured home communities

    We serve working people and their families, people with disabilities, seniors on fixed incomes, veterans and people actively participating in social services programs.

    We work to support our clients’ life goals: to have a place to call home and enough income to cover basic needs after the rent is paid—the foundation for making forward progress in life.

    HASCO Rent Programs

    HASCO provides partial rent support through federal (U.S. Government) housing programs. Each program addresses a different set of circumstances and needs.

    Housing Choice (Section 8) Vouchers. Help for rent at properties owned by private landlords. For individuals and households earning 50% or less than the median income for Snohomish County.

    Senior and Disabled Program. Help for rent at specific properties owned by HASCO. For people 62 and older and adults with a medically recognized disability at any age. Total household income must be 50% or less than the median income for Snohomish County.

    Program participants pay no more than 30-40% of household income for rent. They may also receive assistance with utilities.

    There is a housing shortage in Snohomish County and rents are at historic highs. Many people are unable to afford rent without sacrificing basic needs, such as food and medical care. Some cannot afford a place to live.

    While HASCO is the access place for U.S. Government rent assistance, the amount of housing support available is not enough to cover every household that qualifies. We maintain a waiting list for each program so the funding available for our area is distributed fairly and each applicant is treated equitably.

    Partner Programs

    HASCO provides housing support for people enrolled in several social services programs. We access federal and local funding set aside to help individuals and families actively engaged in specific programs here in Snohomish County.

    Family Unification, through Washington DCYF (the Department of Children, Youth, and Families)

    Homeless Veterans through VASH (Veterans Affairs Supportive Housing)

    Moving from Medical Facility, Washington DSHS (Department of Social and Health Services)

    Young Adults in Extended Foster Care, Washington DCYF (Department of Children, Youth and Families)

    Other Special Programs, such as PBV (Project Based Vouchers)

    HASCO Properties

    HASCO offers housing in places we own so more Snohomish County renters can experience stability and live in the communities where they work, have family, friends and support.

    We purchase and build properties to address specific housing needs, often in partnership with local municipalities concerned about developments that displace residents and disrupt neighborhood character.

    Rent Support Properties
    Half our properties are available only to individuals and families who qualify for help with rent, including senior citizens and people with disabilities.

    Rentals at HASCO Communities properties offer lower-than-average rent to people earning modest incomes, up to a published maximum. People with restaurant and retail jobs, for example, often qualify for these rental homes.

    Conventional Properties
    HASCO owns three manufactured housing communities where the homes are occupant owned. Homeowners pay lot rental and management fees to HASCO, the typical arrangement for this type of housing.

    We also own over 1,300 Fair Market apartment units for people who can afford to pay full rent.
