Voucher Holders
Vouchers are promise notes from HASCO to your landlord for a specific amount of money, covering a portion of the total rent each month.
Housing Choice Vouchers (HCV/Section 8)
People with Housing Choice Vouchers can live in any rental property within Snohomish County. This includes apartments, houses and townhomes. There are no choice restrictions for vouchers related to the programs listed here.
Project Based Vouchers (PBV)
Individuals and families served in some social service programs are required to live in housing set aside specifically for the people in those programs. For those people, HASCO provides Project Based Vouchers to help with rent.
The requirements for maintaining Project Based Vouchers and Housing Choice Vouchers are the same.
How Vouchers Work
When your name reaches the top of the waiting list, HASCO sends paperwork so you can update and complete your application. HASCO reviews the updated application and determines if you are eligible for vouchers. Once eligible, you are set up with a meeting with a HASCO Housing Specialist. At that meeting you will receive important information.
All property owners in Snohomish County are required to accept vouchers as part of the rent.
Many landlords are not familiar with vouchers and HASCO’s quality standards. HASCO provides support to landlords new to the voucher system. If your landlord has questions, tell them to visit the Landlords page on this website.

HASCO Property Renters
Senior and Disabled Program Tenants
When you completed your application for help with rent, you asked to be on the waiting list for one or more HASCO properties.
When you are at the top of the waiting list for a specific property, HASCO works with you to confirm that you are eligible for financial support and to sign your lease. You may wait for a different property if you wish.

HASCO Communities and Fair Market Tenants
HASCO owns apartment buildings and townhomes we rent through traditional lease agreements with tenants.
Many of our properties offer rents that are lower than similar apartments in the area. We rent some townhouse and apartment homes to households with income below specific levels. These are typically working people and families.
