You provide an essential service to our community that requires substantial investment. Property owners and property managers need to keep their rental units occupied.
HASCO provides a streamlined system for landlords so you can rent to Housing Choice Voucher Holders with minimal effort—plus the added security of automatic payments and tenant supports. We work with over 1,000 private property owners throughout Snohomish County.
How It Works
When a Housing Choice Voucher Holder applies for one of your rental units, follow the same steps you do for all new applicants. To finalize the three-way agreement between you, the tenant and HASCO there’s one added element to each step.
After your new HASCO tenant moves in, create an account on our Landlord Portal. You get access to information that makes ongoing property management easier.
Initial Approval
You screen the tenant using the same criteria you apply to all other applicants.
The tenant provides you with HASCO’s Request for Tenancy Approval (RFTA) packet.
Standard Lease Agreement
Once the tenant is approved for your unit (RFTA and inspection completed), you and the tenant enter into your standard lease agreement. This includes your standard security deposit terms.
Tenants are accountable for their portion of the rent (and utilities, if applicable), and for following the rules outlined in your lease agreement.
Housing Assistance Payment (HAP) Contract and First Payment
After HASCO receives the final lease documents, you will receive the HAP Contract and first payment within two weeks.
HASCO Payments
HASCO makes all payments electronically via direct deposit to a checking or savings account. Please note: If a direct deposit form is not returned to HASCO, the first landlord check is mailed. If a direct deposit form is not received after the first check is mailed, HASCO automatically holds them at the office for the landlord to pick up.
We release direct deposit rent payments on the second business day of each month while the lease agreement is in force. If the second business day falls on a Friday, payment may not be processed until the following Monday.
Rent Increase
Notify HASCO at least 90 days before the proposed rent increase goes into effect, using the Rent Increase Request Form. During the review period, HASCO confirms that the increase is comparable to rent charged for units occupied by tenants who do not receive rental assistance.

Housing In Short Supply
Snohomish County faces a shortage of housing for people working at lower wage jobs and for those retired from the workforce. HASCO advocates for housing that serves people at all stages of life, ideally helping people remain in the communities where they have family, friends and life history.
